Why should a 'school' promote a 'religion' ??
We live in India. India is a secular country. Which means that we respect every religion and any person in India has his right to religion. For Indian government all the people residing in India are Indians, only Indians irrespective of their religion. So government schools are regulated by Indian government. Since India is a secular country, Indian government schools doesn't promotes any religion.
