it doesn't act because cloud is made up of gases on which gravity has very less effects as it has very very least center of mass so it doesn't act on it

Clouds are made up of water droplets which are in gaseous state.
As it is in gaseous state the force exerted by them is nearly zero to the earth, and we all know that gravity only works if an object exerts force on it and if you talk bout crystals forms of water droplets then please also remember that there are air force, The air also pushes them upward so the net force became negligible to them. That's all, the reasons why gravity doesn't acts on clouds.
