Why haloarenes are less reactive than haloalkanes towards nucleophilic substitution?

Well, there are multiple reason for haloarenes being less reactive.
1) There are more electrons in haloarenes because of the existence of the "n bonds" this is why they seems to repel the nucleophilic attack .

2) The one major reason is due to the presence of "resonance effect" due to which these compounds become more stable due to which halogen replacement become more difficult preventing  the nucleophilic attack.
