because of the valency of the last outermost shell

First of all the defination of halogen and actually what it means i.e. any of the five elements fluorine, chlorine, bromine, iodine, and astatine that form part of group VIIA of the periodic table and exist in the free state normally as diatomic molecules . And in other way you can say the most elecronegetive elements in periodic table are called HALOGENS. So according this defination only fluorine , chlorine , iodine and astatine would only be the part.
