Why has democracy not been successful in reducing economic inequalities?

Even in a democracy everyone is not enjoying equal economic advantage. A few ultrarich earns more and their share total income also increased.
But those who r at the bottom of the society have very less to depend upon. Sometimes they even starve of basic needs like food,shelter,.....etc
