why has leh moderate precipitation almost throughout the year .????

Leh is located to the north of Great Himalayas.It gets rainfall as well as snowfall throughout the year due to height and northern cold winds.Winter cyclones also causes rainfall.
That's why leh has moderate precipitation throughout the year.

A rain shadow is an area of land that receives reduced precipitation due to proximity to mountain ranges. The mountains block the passage of rain-producing weather systems, casting a "shadow" of dryness behind them. 

As a separate example, the aptly-named Death Valley in the United States, which lies behind both the Pacific Coast Ranges of California and the Sierra Nevada range, is one of the driest places on the planet.
