-On August 13,1990,Government of India issued an order,which was was similar to Government order.
-It had a number,date,department that issued the memorandum,signature of the head of department etc and this order announce a major policy decision,which remained controversial for many years.
-This order states  that 27% of the vacancies in civil posts and services under the government of india are reserved for the socially and educationally backward classes.
-This office memorandum was the creation of a long chain of events.The government of india had appointed the second backward classes commission in 1979 under the leadership of B.P Mandal

In 1979, the Mandal Commission was formed under the chairmanship of the Indian parliamentarian B.P. Mandal by the union government headed by Morarji Desai . It became a controversial issue on two counts and, therefore, its recommendations have not been put into full effect even to this day.
The first point of controversy was its recommendation of reservation in educational institutions and jobs for members of scheduled castes based on their births into this group, without taking into account their family's economic status; so a person of the ST community could avail of the quota system even if that person's family was economically well-off.
Secondly, the quota for OBCs or other backward castes was erroneously calculated without any demographic basis. Hence, even after more than 36 years, this recommendation has not been implemented.
