It's simple because, at this age, one will get proper education and get settle, also level of maturity to handle marriage and marriage related issues will develope.
marriage is relation of lifetime, so one should have good presence of mind before getting married, so government took this decision so that, one should be mentally, financially and emotionally ready for this.
