The mandal commission which was set in 1979 was given the responsibility to identify socially or educationally backward sections of society and suggest solutions for eradicating the problem of caste discrimination. The commission recommended 27% of government jobs to be reserved for the socially and economically downtrodden. In government educational institutions also 27% was suggested to be reserved for the socially and economically backward classes. This 27% was in addition to the 22.5% seats which were reserved for the scheduled caste and scheduled Tribes, which adds up to 49.5 %

In 1989, under the prime ministership of VP Singh , the government decided to implement the recommendations of the commission.

This decision of the government roused protest accross the nation by students and government employees. But in spite of violent protest , most of the recommendations of the mandal commission were implemented
