Just and placid here refers to the qualities of the King. He was called just as he didn't deny anyone of justice no matter what and at whose expense. He was called placid (which means calm) as he tried to remain calm even in tough situations.

The real governance of the country was in the hands of the citizens. In the poem 'The Tale of a Melon City' the king had to be hanged as the citizens ultimately wanted someone to be hung.
