Answer to the first part of the question:
The benefits of reservation could not reach everyone because of its incorrect concept and dreadful implementation. Providing a person with freebies , like free meal twice a day without being made to work and have a disastrous future. Further deserving candidate from their same community may not get the benefits of reservation.
Answer to the second part of the question:
The two most effective steps take can be taken to ensure overall development of all the section of the Indian society are as follows:
a) Politician should stop playing the card of reservation for their vote bank as this would only lead in dividing the society.
b) People belonging to backward classes should be provide with financial assistance so that they are not deprived of proper knowledge . This would give equal footing for everyone in the society to compete for a post.
