The ministers are considered to be practical minded because, Since they are exceptionally cognizant about the lord and they have such a great amount to think and do in handy.

One of the reasons also include the kings were not so well euipped with intellectual capacities.

Hence it is easy to manipulate. the role of a minister is really ironic. they stand with the king advising them in difficult situations but also they are always very keen to put the blame on the king for that.
