why HCL does not conduct the electricity when dissolved in the toluene​

when HCL is dissolve in water it produces electricity but when it dissolve in toluene it does not produce electricity because -->>

•Toluene is a non polar organic solvent.

•Toluene do not ionises HCl to form ions.

•The solution which contains free ions can conduct electricity.

•In water HCl ionises to form ions H+ and Cl- .

HCL is an ionic compound. it can dissociate into ions when it is dissolved in water.hence it can produce electricity when dissolved in water.but Toluene is non polar organic solvent which does not inoises.
