HCL is a strong electrolyte.. and can ionize completely in water but.. CH3COOH(ACETIC ACID) is a weak electrolyte and does not ionize completely in water..

Bcoz the HCI completely dissociates into H+ and CI - ions . The reason is being that it is an ionic inorganic substance .

While ascetic acid does not dissociates upto level .

Then it mantains an equilibrium between it's dissociated state and undissociated state. It's dissociation is also not very fast as HCI
