Helium’s electron configuration is 2 electrons. It only has one electron orbital which can hold maximum 2 electrons. Therefore, its orbital is full. These gases are inert because of the full orbitals that don’t react with other elements.

It is considered as a noble gas because the atom helium is stable and has 2 electrons in it's valence shell.
It is considered stable using the duplet configuration.
