the modern periodic table of elements, there are many factors on which elwments are arranged. The prime factor is the proton number. There are other factors like electronic configuration, behaviours in free space etc. The 2nd most prime factor is that how the elements behave in free space, like, whether they are reactive, metallic, or inert, non metallic. He is a noble gas, and is placed in the column of noble gases, we don't say it is placed in p block though it has s configuration, because, the s,p,d,f configuration factor is considered after the factor of its state in free space.
