Why Henry Mosley made lactanides and actanides ?

Henry Moseley didn't MAKE Actinides and Lathanides.
The elements with atomic number 57 to 71 are called Lathanide series because the first element is the series is Lathanum.
The elements with atomic number 89 to 103 are called Actinide series because their first member is Actinium.
These are placed at the bottom of the periodic table because they are really long and it is easier to accommodate them in a single page if they're placed at the bottom.
