In HF, there is the presence of Fluorine atom, which is much more electronegative than chlorine atom. Whereas the electron affinity of chlorine atoms is much more than fluorine. Hence, in case of HF molecules coming close to each other, there is a hydrogen bonding between the electronegative fluorine atom and neighbouring hydrogen atom. But in case of HCl, due to the larger size of chlorine and vacant d orbitals presence, they are much more prone to electron density,having higher affinity for the electron cloud and has least tendency towards abstracting proton from neighbouring
