A high pressure and high temperature steam from the boiler outlet needs a high pressure turbine for its expansion.
In turbine, as this high pressure steam is used to drive the turbine blades, it looses it energy and gets converted to low pressure steam.
In case of reheating, since the steam which is to be further expanded is a low pressure steam, therefore we require a low pressure turbine to expand it.
This low pressure steam doesn't have sufficient energy to drive the turbine blades of medium pressure turbine, that’s why we use low pressure turbine in case of reheating.
