Because of the fact that higher oxides of halogens contain all the p orbitals doubly filled. ... Because halogen having higheratomic number,greater tendency to lose their outer electron imidiately due to longer distance from nucleus. So that higher halogen are react with oxigen and form oxide and become stable.

Because the higher ones are less reactive than the lower ones and also the size of the atoms are more of higher so they are less reactive and hence the oxides are more stable
