why HNO3 is not used for the preparation of hydrogen gas ?

It does, if the nitric acid is dilute. If the HNO3 is concentrated the gas produced is a mixture of oxides of nitrogen, because concentrated nitric acid is a powerful oxidizing agent and can oxidize free hydrogen to water.

It is because nitric acid is a strong oxidising agent (because it decomposes to yield nascent oxygenas:2HNO3 →2NO2 + H2O + [O]) and it oxidises the hydrogen formed to water.

Only 1% dilute and cold nitric acid reacts with magnesium and manganese to liberate Hydrogen gas.
