Most horses are strong enough to pack or pull heavy loads. Their strength is part of their makeup. Horses have evolved by natural selection to have thick muscles, a large heart and powerful lungs. Yet over the centuries, people have also bred some groups of horses to be even stronger.

Like most evolutionary adaptions it is a simple answer and a common one: efficiency.

First understand that running is actually a series of controlled falls forward guided by ones.

Then imagine that the smaller the limb and the bigger the muscles indirectly attached to it the less physical and mechanical work it takes to move the limb. Thus the large upper body is propelled in a controlled forward fall and the limbs quickly move in front to redirect the energy.
Only one or two of the horses limbs are actually touching the ground at any given moment in a full run. And the horse can be seen completely floating above the ground in several frames.


Once a horse reaches full speed it is beneficial to have thin legs that can be quickly moved in front for the next step of the run. Thin legs are common to many fast running species. Breeders recognize this and have selectively bred for thinner legs then would even be likely in nature and this has further increased the fact to a point that it is becoming unhealthy. In a purely racing context the horse only has to win the races it runs not be perfect forever. Or so I assume the reasoning.
