why hydrogen act as both metal and non-metal?

As an element hydrogen comes in metal activity series but hydrogen molecules have all the properties of non-metals. So hydrogen is sometimes badly called as a non-metals that is incorrect.

Hydrogen has all the characteristics of non-metals except losing electron which is of metals.
To complete its duplet hydrogen can loose as well as gain electron.
Generally it loses electron but if an element forces it to accept the electron it will do so.
Strong metals have the tendency to make hydrogen accept the electron.
