Hydrogen bonding does not exist hydrogen and chlorine because 1)hydrogen atom should be bonded to a highly electonegative atom. Higher the electronegativity of the other atom greater is the strength of hydrogen bond
2) The size of the electronegative atom should be small
Hence chlorine is electronegative but its size is large
