In HCl chlorine is more electronegative than hydrogen. The electron pair which is binding the molecule shifts towards chlorine atom. A bond in which the electron pair is shifted toward one atom is called a polar covalent bond.
Hence HCl is polar covalent bond.

In HCL,, The bond is formed by mutual sharing of electron between Hydrogen and chloride. That's it is polar covalent compound.
