why hydrophytes do not have cuticle on stem or leaves?​

hydrophytes are plants that grow submerged or partially submerged in water the cuticle is a layer of tissue on the outside of most leave and steam and its primary function is to help the plant conserve mositure . most aquatic plants don't need. to seal in moisture so they don't have cuticles.
