Why I cannot give answers to other people, whenever I try, I will be informed

it happens to me too.
Now you are answering so just tell me what did you did to get chance to answer
i had to reset my browser

I mean on the screen which side, up or down left or right, because there is two circles on my screen showing next question or previous question.
