its really so sad that its happening here, ministers r not that qualified and IAS officers has to work under them.
its due to power and money and this leads to corruption which is a barrier in development of our country.
these ministers don't really know schemes for public welfare n they just work for vote bank. now politics is just based on vote banks which is again a barrier for a healthy society.
these ministers r generally from families which r already in political carrier so they easily get the ticket whereas those who r worth of it r unable
politics is now just based on votes, money n power thus these type of uneducated ministers rule.

Because the Ministers have a higher position in society because of their social status and their wealth. These IAS officers tend to work under such people since they're highly dependant on power and money for their sustainance in the industry.
Ministers aren't actually uneducated. They're like emperors who happen to have more power and wealth, enough to control people. They also tend to have a degree in something and a formal education certificate so they don't seem like they're not literate.
The only way to curb this is to provide more power to IAS officers and make the process more democratic and unbiased.
