Why ice at 0*C (273k) is more effective in cooling than water at the same temperature?

There can be two states of water at 0°C.

Which are water and ice, but their have different heat energy.

Liquid is more active than solid.

Therefore water has more heat.

Ice has less heat energy than water. That's why ice is more effective.

Ice has bigger amount of heat to absorb.
