why ice at 0 degree centigerate produce more colling than water at 0 degree?

Ice is in solid state. So, it will absorb heat to change into liquid state but water is already in liquid state. So, ice will absorb more energy than water at the temperature 0℃. The more the energy absorbed, the more is the cooling effect produced. Hence, ice will give more cooling effect than water at 0℃.
