Why ice does not melts in some cases???

There will be a reason behind it,which is when there will be ice in that place where the surrounding temperature is just same of lower than temp. of ice..

Because the outward temp.of the ice sometimes matches with the inner temperature.(especially in winter's). Again it does not melt when salt is sprinkled over it
