Ice floats on water because Ice has less density than water.
When water is converted into Ice then its molecules are able to form more stable hydrogen bonds locking them into position.Because of don't able to move the molecules don't form as many hydrogen bonds with other water molecules.

Water is different because of hydrogen bonding...lce floats because it is about 9%less dense than liquid water. on other words,ice takes up about9%more space than water.so liter of ice weighs less than liter water. The heavier water displaces the lighter ice,so ice floats to the top.
