ice floats on water because ice has a lesser dense than water . Something denser than water like a rock will sink into the bottom . As water cools and freezes ,it become less dense due to the unique nature of hydrogen bonds .......

As we know, if the densities of two substances are given; and if they are different the one which is less denser will float over the other with higher density.
In the given case, ice has less density comparitively to water. Hence, it floats.
