Yes, Ice at 273K(0°C) is more effective in cooling than at water at the same temperature.
REASON:-
WHEN THE SOLID ICE MELTS IT TAKES UP THE HEAT ENERGY IN THE FORM OF LATENT HEAT OF FUSION FROM THE SUNSTANCE( OUR HAND) AND THUS GIVES US A COOLING EFFECT. AND BECAUSE WATER CANNOT ABSORB ANY SUCH TYPE OF HEAT ENERGY IT IS NOT MORE EFFECTIVE IN COOLING .
