Why ice is a aolid at 0C while water is a liquid at room temperature

The melting point of ice is 0c.it is the temperature where phase change occurs.There will be melting ice at 0c in equilibrium with freezing water at 0c in insulated container. At room temp. water is well above the melting point,so it has melted and formed liquid.
