2) Definition of Literacy- The total percentage of the population of an area at a particular time aged seven years or above who can read and write with understanding. This an unfair advantage to the culture of people who do not have any written form of education. 3) Naxal Infestation- A problem haunting the state from the times of Naxalbari Movement. Through the entire period of 1980-2000, they did not allow Govt welfare schemes to be implemented in the remote districts of Malkanagiri, Nabrangapur and Koraput. As a result these districts are a little backward on the literacy front as compared to the other parts.
1) So due a definition problem of literacy and population of tribal reluctant to learn language with written script due to preservation of their culture over alien culture the state of Odisha lacks in overall literacy rates.
