why in dilute solution active mass is considered concentration ?​

Dilute solution has much less concentration of solute. For eg pure HCl (liq.) is concentrated but if u add water to it volume of solution will increase but moles of HCl in final solution will remain same hence molarity or concentration of HCl will decrease it means HCl will be diluted.
