The jelly like covering makes it difficult for predators to eat them, because it becomes slippery. It also keeps the eggs moisturized.
For the fertilization ,the male frog climbs on the female. The female releases the eggs, the male releases the sperms(both in the water) and they fuse in the water. The eggs form in this way.
