in hand driven grinding machine handle is put near to the circular wheel because it increases the distance of force from the centre of the grinding wheel therefore providing greater torque by applying small amount of force and if if the handle is near to the centre of the wheel then more force will be required to produce torque therefore it will not easy for a person to grind for a long time without any difficulty
