A torque is required to move the machines. The torque is equal to the multiplication of applied force and its perpendicular direction from the axis of rotation. Clearly more the distance more torque can be applied by the same force as T = r x F  On account of this the handle is put near to the circumference of stone.

HOPE IT HELPS...... :)

The stone of hand flour grinder is provided with a handle near its rim so that it can be rotated easily about the iron pivot at its centre by a small force applied at the handle.
