This is due to variation in topography. In some areas due to suitable climatic conditions i.e. adequate rainfall, presence of river system , dams , limited use of water the water remains as needed. But in case of flood the amount of water is increased due increase in rainfall , mismanagement of dams, deforestation and numerous factor. Differently the amount of water decrease in some regions due to inadequate rainfall, absence of river system and other resources, technological inaccessibility, and also due to economic crises and hard summer the drought is caused. As India is a vast country and there is a great variation from regions to regions due to soil, climate, rainfall received, forests and land , this type of variations or conditions are seen.
