Holding elections is not an easy task. It takes lots of money, time and hardwork. They need to arrange security, voting machines, etc. Also, the winner party needs time to run their projects which would not be possible to finish within two - three years.
This is why, In India, elections are held every five years and not every 2-3 years.
This 5 years times is alloted for the government to cope up with enough money for the next elections and to run their projects.
