Why in natural numbers and whole numbers there are no fractions of whole numbers and natural numbers

It is because all whole numbers set are natural numbers set but not all natural numbers set are whole numbers set. ... If the result is equal to zero then the number is a whole number. Because all non-negative integers are whole numbers.
