Most of the plant tissues are dead, since dead cells can provide mechanical strength as easily as living ones, and need less maintenance. Also plants have sedentary lives i.e. they are fixed in one place.

Yes, plants go through what is know as programmed cell death, animals also have tons of dead cells inside then, the dead cells are transported out of the plant through various means depending on the type of plant for instance trees tend to create a form of bark and others simple let them accumulate on the leaves and when seasonal changes occur the leaves and dead cells are removed
