Why incase of transcription only one strand act as template strand ?

First of all, it's the antisense strand viz. involved in transcription and not the sense strand. Here's a short explantion which will not only clear your confusion, but also your related doubt.
Transcription is the coding of RNA from 'a' DNA strand acting as the template strand. So lets first understand why only ONE strand can participate in transcription. During transcription only one of the strands of a ds DNA acts as template strand because of the following reasons:

Complementary RNA would be formed resulting  into formation of ds RNA which cannot be translated,

RNA polymerase moves in one direction so cannot simultaneously synthesize 2 RNA molecules,and

Two different types of polypeptide would be formed from a single gene(DNA) making the organism more complex.

So it's a random choice as to which of the two strands of a ds DNA molecule will act as the 
Template strand OR Non-coding strand OR Anti-sense strand. Which in turn will now produce a RNA molecule complementary to the sense strand of the ds DNA. Hence when one strand is selected for transcription then the other one automatically becomes the Non-template strand OR the Coding strand OR the Sense strand.
