☆India become signatory to this convention on 1997, but yet didn't ratified it.
Major tenants behind it may be:
☆Desiring to be appointed to appointed : In 2011, India's desire was to be appointed as member of UN HUMAN RIGHTS COUNCIL. For accomplishment of this desire india took extraordinary step of voluntary ‘pledging’ to ratify the CAT.
☆The pledge stated: “India has been a consistent supporter of the UN human rights system” and “remains committed to ratifying the CAT”. Once on the Council, India forgot its commitment.

The Convention was adopted by the U.N. General Assembly in 1984 and went into force in 1987. As of April 2006, 141 countries have ratified the Convention.
