why india got the right to mine manganese on the bed of indian ocean beyond EEZ​

All countries have to take permission from the International Seabed Authority (ISA) to carry out  exploration activities in area lying outside the EEZ ( > 200miles from the country's shores). ISA was formed under United Nations Law Of Sea.  

India has been given exclusive rights for mining in central Indian Ocean (10-15'S and 70-80'E). This is mainly because we had applied early for these rights and have been sharing deep sea results with other pioneer nations like France/Russia/Japan/Korea/China/oland/Ger. (These countries have rights in Pacific Ocean). Together these 8 countries are called Pioneer Investors.  

Since 1980's we have got promising results in Mn/Fe/Cu/Ni exploration.  

There is also a similar focus on deep sea phosphorus mining, since it is an important element in fertilizers industry and vital for food security.
