We can't say that India is a incomplete democracy as it is officially democratic country as here it is peoples rule .

But it isn't completely democratic as their are lot of places where through corruption, booth polling and many more people are forced to give vote to a particular candidate or party .

And also India is a underdeveloped country so all the citizens are not literate . Due to which they are not able to justify the difference and politics.
