Why India is not becoming a developed country?

India has NOT developed as much as it could.
Our Late PM Rajiv Gandhi on several occasions claimed that : out of the allotted every rupee, only 13% (paisa) reaches the target..
If the then PM said this,.. it means that 87% of government efforts get eaten-up by the people handling various governmental tasks. Some legally and some illegally.
At least 50% finances and efforts were going down

Indian is becoming not a developed country because due to not good investment in education and health facility for children as we know that India is going back rank in world for his work now a day's on the jharkhand have many polio affected children this basic and main couse to not developed the india and second one bad work of leaders of India they all are currupted
