Too much freedom, too much population and too much democracy..
No one bothers to follow the minimum basics.
That is the reason, even after 60 years of freedom, we are behind in the cleanliness in spite of our superior knowledge in rocket launching or Information technology. Our minds are sharp, but in our external life we are lazy to keep our selves clean.
At Government level, may be the financial problems to engage so much employees to keep every thing clean..
USA is three times bigger than our land and one fourth of our population. Rules are strict and people attitude towards cleanliness also makes sense.
Our PM realized the importance of cleanliness during other country tours, then proposed the Swachh Bharat campaign which got some effect slight now in railway stations, metro city streets to some extent.
I think we have to follow some new strategy similar to partially successful rule “ prohibition of public smoking is punishable offence”..
